Submit a FOIA Request by Email

When submitting a request:

  1. Include "FOIA Request" in the email subject line and body.
  2. Describe the public records you are requesting as clearly as possible.
  3. Include your contact information so the college can respond.
  4. Indicate whether you would like copies of the records or prefer to inspect them.

You do not need to complete a specific form to submit a written FOIA request. Requests may also be submitted by mail, fax, or in person. Verbal requests will be documented by the college using its FOIA Request Form.

Glen Oaks Community College responds to FOIA requests within five business days after receiving them, as defined by Michigan law.

The college may:

  • Grant your request.
  • Deny your request with a written explanation.
  • Grant part of your request and deny another part.
  • Issue a written notice extending the response period by up to 10 additional business days.

If the requested records are already available on the college's website, you may receive a link to access them at no charge.

For requests submitted by email or fax, the request is considered received one business day after it is sent. Special receipt rules apply to requests delivered to a spam or junk-mail folder.

FOIA Fees and Processing Costs

Some requests may involve processing fees based on the records requested and the work required to provide them.

Allowable charges may include:

  • Copying or duplication of records.
  • Certain labor costs for locating, reviewing, or preparing records.
  • Physical media used to provide electronic records.
  • Mailing costs when applicable.

Standard letter- and legal-size paper copies cost no more than $0.10 per sheet.

If the estimated cost exceeds $50, the college requires a deposit equal to 50% of the estimated fee before processing the request. Additional deposit requirements may apply to requesters with qualifying unpaid prior requests.

A $20 fee discount is available to individuals who meet the eligibility requirements and submit an affidavit demonstrating indigence. Certain qualifying nonprofit organizations may also receive a discount.

Fees may also be reduced or waived when disclosure primarily benefits the general public.

For complete information about fees, deposits, and discounts, review the official FOIA Written Public Summary and Guidelines and Procedures below.

Appeals and Your Rights

If your request is denied in whole or in part, you have the right to challenge the decision.

You may submit a written appeal through the Office of the College President or seek judicial review as permitted by Michigan law.

A written appeal must include the word "appeal" and explain why you believe the decision should be reversed.

You may also appeal a processing fee you believe exceeds the amount allowed under Michigan law. Fee appeals must first be submitted through the President's Office.

The official FOIA documents explain the appeals process, applicable deadlines, and available legal remedies.
